Attackers will either:
a) Compromise a well-used hotspot at maybe a fastfood chain, a place where you can buy coffee, or for that sake a chain of hotels. Refer to: The Darkhotel APT
b) Set up their own evil access point. This can be done manually and is done the easiest way with either a laptop or a device such as a raspberry pi running on batteries.
The hacks that are used to compromise (i.e. hack) other devices:
a) ARP Spoofing
b) Drive-by Exploit Kits
c) DNS Spoofing/Hijacking
d) DHCP Spoofing
e) Sniffing plain-text credentials on unencrypted networks (with e.g. ARP spoofing)
f) Phishing

Setting up an access point:
a) Smartphones: While they can do this, it would be quite a lot of work. Not impossible, it's just easier to do it with something else besides your smartphone. In case you want to do it with this type of device, you probably need to jailbreak it.
b) Raspberry Pi: Only issue here is space. You don't need a lot, but you need enough for your operating system (Linux), etc. You also want a decent antenna connected to it.
C) Laptops: Easiest method. You will probably want to set it up using Linux. The access point can be set up using tools like airbase-ng.
